Bachelor of Computer Science, graduated from the Central American University "José Simeón Cañas", also a Certified Engineer from Microsoft, has been a Consultant of the Inter-American Development Bank, in projects of technological development and modernization of State institutions, Director of Technological Development of the Ministry of the Interior, Coordinator of Systems Maintenance and Development in the Bank supervised by the Financial System of El Salvador, Director of Information Technology in the National Administration of Aqueducts and Sewers of El Salvador, ANDA.
He has also been a Consultant in the Computer Area of the United Nations Children's Fund, UNICEF.
Raúl, in his long career, has participated in many seminars and courses in El Salvador, Canada, Mexico, the United States and Chile, among other countries, on topics of computer security, data network security and Internet security.
